7Cr17MoV is a martensitic, high-chromium (16-18.5%) stainless steel with added molybdenum, vanadium, and nickel. It is comparable to AUS-8 and the higher-grade 440-series steels, such as 440B and 440C. It can be hardened to 62 HRC.
8Cr13MoV is also a stainless steel containing 13 to 14.5% chromium. Its alloying elements include molybdenum and vanadium. It is an analogue of the US AISI 440A and the Japanese SUS 440A. It is corrosion-resistant and can achieve a hardness of up to 60 HRC with proper heat treatment. Generally speaking, Chinese stainless steels are a good, if not excellent, material for knives—as proven by reputable brands like Spyderco and Benchmade using 8Cr13MoV—provided the heat treatment is of high quality. This level of quality is achievable in branded products. As for what these same steels are worth in cheap, no-name products from AliExpress... you can draw your own conclusions.
